List of Bodies with DPOs
Section 6 of the Regulation of Lobbying Act 2015 provides that designated public officials include the following:
- Ministers of the Government and Ministers of State
- Other Members of Dáil Éireann and Seanad Éireann
- Members of the European Parliament for constituencies in the State
- Members of local authorities
- Special advisers appointed under section 11 of the Public Service Management Act 1997
- Public servants of a prescribed description
- Any other prescribed office holders or description of persons.
Below is a copy (PDF) of The Regulation of Lobbying Act 2015 (Designated Public Officials) Regulations 2015. The Regulations provide a schedule of the Departments and Agencies who on commencement of the Regulation of Lobbying Act on 1 September 2015, have Designated Public Officials prescribed under section 6(1)(f) of the Act. The Regulations prescribe the Designated Public Officials for each body.
A public servant in a position of Secretary General, Second Secretary, Deputy Secretary, Assistant Secretary or Director in a public service body specified in Schedule 1 is prescribed as a designated public official for the purposes of section 6(1)(f) of the Act.

A public servant in a position specified in column (3) of the table in Schedule 2 in the public service body specified in column (2) of that table opposite the reference number for that public service body in column (1) is prescribed as a designated public official for the purposes of section 6(1)(f) of the Act.

A public servant -
(a) in Dublin City Council, in a position of Chief Executive, Assistant Chief Executive, Director of Services, Head of Finance or Head of Human Resources, or
(b) in any other local authority, in a position of Chief Executive, Director of Services or Head of Finance,
is prescribed as a designated public official for the purposes of section 6(1)(f) of the Act.
The persons holding positions in the Department of Public Expenditure and Reform the principal duties of which are to provide advice to the Minister, to which positions they were appointed on 10 March 2011 or 31 May 2011, are prescribed as designated public officials for the purposes of section 6(1)(f) of the Act.
Divisional Manager in Cork County Council:
- With effect from 1 September 2016 a public servant in Cork County Council in a position of Divisional Manager is prescribed as a designated public official for the purposes of section 6(1)(f) of the Act.
