Farmers' Charter of Rights
Intended results
To object to attending the Farmers' Charter negotiations as IFA had previously requested that an Independent Chair be appointed and to date this has not happened.
To highlight that there has been no indication of a willingness by the Minister for Agriculture, Food and the Marine or the Department to revisit the unilateral decision taken in relation to payment delays for 2023 .
To highlight how the change of payment dates is unacceptable. Area's of Natural Constraint (ANC) payments were delayed by four weeks, Basic Income Support for Sustainability (BISS) payments were delayed by two weeks
To highlight that, because of the delay in payments, thousands of farmers who have their businesses structured around receiving these payments on specific dates will now have problems meeting bank repayments and having cashflow to meet other bills.
To emphasise how the delay in payments will cause significant cashflow issues later in the year as bills arrive without money in farmers accounts to meet repayments. The timing of these payments is critical, especially to the vulnerable low income suckler and beef farmers.
