Intended results HECA urges a review of the proposed fee structures under the QQI Act 2019 Amendment Act for the International Education Mark (IEM) and Learner Protection Fund. We call for a more transparent and consultative implementation process to ensure that Ireland's private and independent higher education sector can compete fairly with public and European institutions and remain viable in a challenging financial environment.
