Specific Details In late August the INOU's pre-budget submission for Budget 2025 was sent to all Government Ministers and Ministers of State.

Intended results To promote key aspects of INOU 2025 Pre-Budget Submission covering adequate income; supportive employment services; employment and programmes; education and training; community based organisations. In particular for Government to benchmark all social welfare rates at a level which is sufficient to lift people above the poverty line; provide them with a Minimum Essential Standard of Living; properly support unemployed people to participate in meaningful education and employment programmes.

Other asks include increase Social Welfare payments by €20; JA earlier access to Christmas Bonus, Fuel Allowance; end age segregation in JA; proactive social welfare health check; wrap around employment, support services; increase employment programmes additional payment by €10; introduce a travel card; change working part-time, signing-on system to one based on number of hours worked rather than days; increase BTWEA; support adult learners to participate; resource community organisations work.
