In particular INOU called for benchmarking of all social welfare rates to lift people above poverty line and ensure Minimum Essential Standard of Living; support people to address initial costs of taking up employment by introducing a travel card or a voucher system; provide timely information on return to work payments; address barriers in labour market facing people; ensure availability of transport, affordable childcare and housing; add socio-economic status ground into equality legislation.
