Specific Details The Temple Bar Company made a submission to Dublin City Council advising that a long-term solution is needed to control unauthorised changes of use, through necessaary changes to the liquor licencing laws. Put simply, it should not be possible to obtain a public house licence for a restaurant without a prior grant of planning permission for change of use to a pub. The net impact of this on the city is a loss in revenue to Dublin City Council through a loss in commercial rates

Intended results To have Dublin City Council seek to make changes to the relevant legislation and to seek to close the loophole that exists between the planning and licensing codes
