Specific Details Meeting with Kieran O'Donnell, Minister of State for Older People and Housing and Karen Murphy, DHLGH on 7th July 2026.Tina Donaghy received an invitation as President of the ICSH to meet with Kieran O’Donnell to discuss the many challenges ICSH members have encountered in the delivery of purpose built accommodation for older people.

Intended results The Minister asked some specific questions regarding the units size and rationale around this. There was also discussion around the type of funding and why organisations go for CALF rather than CAS. The Minister was very keen to hear what we do to enable people to age in place in purpose build accommodation. See details under Targeted Lobbying Activities below.

Meeting (1)

The meeting provided an opportunity for Fold to outline priorities in relation to funding and care provision including increasing the grant element of CALF and investment in communal facilities to support housing delivery; introducing multi-annual funding arrangements to support sustainable care services and future growth; ensuring forthcoming policy reforms facilitate both housing delivery and the expansion of regulated community and home care services to meet the needs of an ageing population.
