Improve R&D incentives to boost innovation in Irish SMEs, including an upfront cash claim and a higher tax credit rate of 30%. Reduce income tax on dividends for entrepreneurs to 30%. Improve the Key Employee Engagement Programme to make it workable for SMEs. Make the Special Assignee Relief Programme (SARP) available to SMEs by allowing them to offer it to new recruits.
