Specific Details Tetrarch Capital Limited, on behalf of its affiliate, WSHI Unlimited Company, the owner of Howth Estate, lobbied all Councillors in Fingal County Council in relation to the zoning of a parcel of c. 10 acres of lands within Howth Estate to facilitate the development thereof for senior living and the zoning of a separate parcel of c. 6.5 acres of lands within Howth Estate to facilitate the development thereof for affordable and social housing.

Intended results Tetrarch sought to make all Councillors in Fingal County Council aware of the key elements of its masterplan for Howth Estate and specifically of its proposals for senior living and affordable and social housing within Howth Estate. Tetrarch also sought to secure the support of Councillors for the zoning of the two land parcels in Howth Estate.

Email All Councillors On 8th May 2022 an email and a copy of an information booklet summarising the key elements of Tetrarch's masterplan for Howth Estate, which was distributed to households across Howth and Sutton, were sent to all Councillors in Fingal County Council.

Letter All Councillors On 19th August 2022 a letter and a RedC Research Report in relation to the need and demand for senior living and affordable and social housing in Howth and Sutton were sent to all Councillors in Fingal County Council. A file copy of this letter and the RedC Research Report were also sent to the Chief Executive and the Director of Planning & Strategic Infrastructure of Fingal County Council for information purposes.

Phone call All Councillors Follow on phone calls were made between 24th and 26th of August 2022 to Councillors in Fingal County Council to discuss the letter and RedC Research report sent on 19th August 2022. Texts were sent to a number of Councillors during the same window seeking the opportunity to discuss Tetrarch's plans for senior living and affordable and social housing within Howth Estate.

Tom Sheridan met Councillor Tom O'Leary of Fingal County Council on 28th July 2022 and provided Councillor O'Leary with information on the benefits of Senior Living communities and Tetrarch’s plans for the development of a number of Senior Living schemes in Howth Estate and elsewhere.
